Abstract

The referral system is a health delivery system that conveys reciprocal delegation of responsibility for a case of illness or health problem vertically, from a less capable unit to a more capable unit, or horizontally, between units of equal ability. The objective of this study was to determine the influence factors of the high referral rate at Puskesmas Wonogiri 1 and the implementation of the Social Security Organizing Agency (BPJS) regulations by Permenkes Number 2 of 2015 regarding the ideal standard of referral system from health centers to hospitals. This study employed quantitative analysis by distributing questionnaires and conducting variate and bivariate analysis using the chi-square statistical test. The population consisted of referral patients, totaling 100 respondents. The survey based on chi-square analysis indicated that the patient attitude variable (p-value = 0.000 < 0.05), information access variable (p-value = 0.032 < 0.05), health service access variable (p-value = 0.001 < 0.05), and health worker role variable (p-value = 0.032 < 0.05) had a relationship with the high referral rate. Meanwhile, the referral system knowledge variable (p-value = 0.203 > 0.05) did not have a significant relationship with the high rate of patient referral. This study concluded that the variables of patient attitude, access to information, access to health services, and the role of health workers were associated with the high referral rate. In contrast, the knowledge variable is not associated with the high patient referral rate.
